It is true that the municipality is planning to have a weighbridge at the Humansdorp landfill site. This is in line with the regulations of the National Environmental Management Act (NEMA). It is also a national standard that those bringing waste to the site would be allowed to do their disposal at a fee, according to the weight of what is to be disposed. It is also a requirement by the Department of Environmental Affairs that the municipality would submit the number of tonnes of waste entering the site to DEA via the Waste Information System.
For years now the municipality has not complied with the said regulations and has run the landfill site at a loss. This has haunted us as the Auditor General kept on bringing it up as a query in the audit opinions.
We are looking at rolling ahead with the process in the new financial year. This will be widely publicised as there has to be a public participation process regarding rates to be paid.
Garden waste is picked up by the municipality if it is of a reasonable volume and in refuse bags (this is not specifically determined, but we will protest if it is say, a bakkie load and more than four refuse bags).
So, all in all, we are beginning a road to compliance.
