The KOUGA Municipality has recently been inundated with complaints that dog owners are not adhering to local bylaws. This is causing much frustration among residents as well us resources that are being used to control this activity that should have been attending to more serious matters.

The Kouga Municipality Law Enforcement together with the SPCA ASSISI and committee members from Jeffreys Bay Ward 11 recently had discussions in order to confirm current policies and to find solutions.
The SPCA also met with the Animal Rescue Sanctuary and will embark on a combined educational program with Law Enforcement in order to bring the management of animals under control.
Some residents are outraged at the sudden action been taken when fines were handed out for trespassers. For many years residents complained that Law Enforcement was absent and were not carrying out their duties.
There appears to be even bigger problems in the smaller communities and outlying areas of Kouga, with rather disturbing information been received from local SPCA Inspectors.
The local SPCA tabled a proposal for the establishment of an Animal Management Committee for Kouga at a special council meeting held in April 2019.
This committee will be headed by the Director of Community Services and will comprise representatives from SPCA, JBay Animal Sanctuary, St Francis Bay Animal Sanctuary, Law enforcement as well as a representative, being a committee member from each of the wards in Kouga.
The committee will aim to re-look the various bylaws appertaining to animals, assist in the establishment of a training forum where all communities within Kouga will be orientated towards animal management as required and also act as contact personnel within the wards for cruelty as well as general aspects surrounding animal management. It is hoped that the efforts will go a long way in bettering the lives of our loved animals.

It has to be determined which beaches allow dogs in Jeffreys Bay. Re Cape Town beaches it is know fact that Camps Bay beach allows dogs certain hours during the day. My brother has resided there for the past 20 years on Camps Bay beachfront with all 6 dogs and does daily leash free walks on Camps Bay beach during certain hours as do all other dog owners. Not once has he been harassed nor fined by enforcement.
The report that Cape Town beaches have banned animals from all Cape Town beaches is incorrect. For example namely two very popular beaches next to one another Camps Bay beach animals allowed on the beach up to 9 am and again after 6pm without a lead. Glen Beach animals allowed at all times.
